1 court × 4 players = 4 on court each round, so 28 sit out. Sit-outs rotate so nobody sits twice before everyone has sat once.
Even stops
Everyone has played the same number of games every 8 rounds (1 games each). Stopping on an even stop keeps the standings fair.
